1)    Do you believe that the 2nd Amendment confers rights to individuals or only to the Militia / Military?

The 2nd Amendment guarantees the INDIVIDUAL right to bear arms.  But even without that amendment, every individual would have a natural right to self defense.

2)    Do you support equal rights for all citizens of the United States regardless of the person's sexuality?

YES.  Government should leave people alone unless they violate others' legitimate rights.

3)    If elected would you support legislation for the removal of firearm laws and regulations?  Why and to what extent?

YES.  The 2nd Amendment says the right "to keep and bear arms shall not be infringed."  I will support repeal of all acts which infringe that right; further, I will support federal legislation guaranteeing the rights of law-abiding citizens to carry concealed weapons without any permit requirement, as in Vermont.

4)    Which of the following would you be willing to support in regards to same-gender and/or polyamarous marriages and/or civil unions?
    Check as many as apply:
        [ ]    Domestic partnerships for same-sex couples
        [ ]    Domestic partnerships for opposite-sex couples
[ ]    Domestic partnerships for polyamarous (more than two consenting adults)
        [ ]    Same-sex marriages
[ ]    Opposite sex marriages (What we have now)
[ ]    Polyamarous marriages (between more than two consenting adults)
[X]    All of the above.  Everyone should have equal rights under the law.
[X]    None of the above.  Government has no role in defining a marriage.  Leave it to the church.
[X]   Other:   I support complete deregulation of marriage among consenting adults; government should treat people as individuals who are free to make whatever contractual arrangements they may agree to.  But until government butts out of the marriage business completely, it should not discriminate against alternative forms of marriage.

5)    What do you consider are "legitimate" reasons to own a firearm?
    Check as many as apply:
         [ ]    Personal Defense
         [ ]    Home Defense
         [ ]    Hunting
         [ ]    Farm Use
         [ ]    Competitive Shooting
         [ ]    Informal Sport Shooting
         [ ]    Informal Target Practice and/or Plinking
         [ ]    Collecting
         [ ]    Constitutional Rights
         [ ]    Other __________________________________
         [X]    All of the above
[ ]    None of the above

6)    Do you support the right for people to act as they wish in a private setting, with other consenting adults?

Absolutely.  Government has no business interfering with private, consensual
relationships among adults.

7)    Would you support the banning of some firearms?  (IE:  Saturday night specials and "assault weapons")  Why and to what extent?

NO.

8)    In July 2000 the Police Dept. of Attleboro Massachusetts entered a private party without a search warrant.  The party was not open to the public or in the business to make a profit. Any donations given were used to pay rent.  When the police entered, they arrested two people.  The first person who was arrested organized the event.  The second person arrested was arrested because she spanked her consenting adult partner with a wooden spoon.  Do you support the actions of the Attleboro police as given in this example?  Why?

NO.  With no warrant or complaint, and no probable cause to believe that any crime was being committed,  the police had no business there unless they were invited.

9)    Do you believe that firearms and/or firearm owners should be registered?  Which ones and why?

NO.  Registration enables confiscation at the convenience of a tyrannical government.

10)   Would you support the banning and/or regulation of ammunition; or of some types of ammunition?  (IE:  Hollow points, "Safety Slugs", etc.)  Why?

NO.  Banning or regulating ammunition infringes the right to bear arms.

Do you have an additional statement to make that is not covered by this questionnaire?  Use as much space as you wish.

The only proper function of government is to protect the peaceful exercise of individual rights.  Whenever it tries to do more, government becomes intrusive and abusive.  Real solutions to social problems must incorporate the principles of nonviolence and the free market.

I believe that every Representative's first duty is to fulfill his oath of office to uphold the Constitution -- including the 10th Amendment's limits on government power.  To do that, a conscientious Representative must read every bill before voting for it, and must oppose any bill which isn't strictly constitutional.  Beyond that, I will work to repeal at least two bad laws for every new bill passed.    If other Representatives follow my example, we will soon have fewer and better laws.

Though I've never been elected to any public office except jury foreman, I have considerable political experience.  Since 1981 I've served several terms as Secretary and a term as Chairperson of the Libertarian Party of Oregon.  Before my first run for Congress, I was treasurer for three statewide electoral campaigns.  I am making my third run for Oregon's 3rd District US House seat since 1996, and in 1998 became the first Oregon Libertarian ever to finish second in a federal race.  Win or lose in 2000, I will run again in 2002.
